FED:PM says Labor has governed well =4

Issues to be debated at the conference, held every three years, include same-sex marriage,
uranium sales to India and immigration minister Chris Bowen's proposal to increase the
refugee intake in return for a platform supporting offshore processing of asylum seekers.

There will also be discussion on party reform to address falling membership.

Ms Gillard said the party must set a recruiting challenge of 8000 new members in 2012.

"I want the conference to sign up to the target this weekend," she said.
